North and South Portions of Road #38 to go to Tender

Tenders for north and south portions of Road #38 will close on April 25, and be considered at the budget meeting of the Central Frontenac Council on April 30. The previous Council initially decided to go to tender on only the northern section through Sharbot Lake, but before tenders were received, elected not to do the work.

The tenders will ask for quotes on using traditional means of removing the asphalt and replacing it, and another method known as "cold in place". This method chews up and heats the existing asphalt and puts in back in place. Council had not thought "cold in place" was possible because of the thin layer of asphalt on some portions of the road. However, it does cost less, and new information indicates that it might be possible.

In a related matter, Council considered a request from South Frontenac Council to exchange responsibilities for Road #38 construction. There is a portion of the road from Piccadilly to the Westport Road, which South Frontenac and Central Frontenac jointly own. South Frontenac is constructing the road south of the jointly owned portion and proposes to continue on with the jointly owned portion when they pave it. In exchange, Central Frontenac would assume responsibility for a portion of the road from the Bobs Lake Road to the Ducharme Road that is in the former Bedford Township, and owned by South Frontenac. This portion of the road is not in the portions of Road #38 that Central Frontenac is tendering. It will be completed at a later date.

After some discussion, Council agreed to the request from South Frontenac.

In another road matter, the Public Works Manager, Bill Nicol, reported that the walls of the storm sewer on Road #38 across from the Simonett building in Sharbot Lake had collapsed. This has created a potentially dangerous situation for both vehicles and pedestrians. Bill Nicol had already received one quote, and at the urging of Councillor Jack Nicholson, Council agreed to get other quotes from local contractors. Council then agreed to proceed with the work after quotes were obtained.

Roadway service standards were adopted by Council. The standards will provide a minimal set of standards for road repair and construction. Response times for replacing damaged items, such as stop signs, are included in the set of standards. Copies can be obtained at the municipal office.

A tour of roads was discussed. There was agreement that it would not be possible to tour all the roads in the township there are too many. Council did agree to wait until the roads to be repaired were proposed in the budget and then, before decisions were made, tour those selected few. Councillors could also propose roads which they thought should be toured.
