Clar-Mil volunteers want to expand their collection of alcohol cans and bottles to the Plevna waste site. The volunteers currently maintain bins at two other waste sites in the township, diverting the bottles and cans from the recycling program by bringing them to the Beer Store, and donating the proceeds to community groups within the township.
There is already a bin at the Plevna waste site, which is operated by the Lions Club of Land O-Lakes, which uses the funds to support community efforts in Addington Highlands and Ward 1 (Barrie Ward) in North Frontenac.
Betty Hunter made a presentation in favour of allowing the Clar-Mil Volunteers to place a collection bin at the Clar-Mil side, in addition to the Lions Club bin.
Council was generally in favour of the proposal, with Councillor Roy Huetl and Mayor Lichty being effusive in their praise of the work the Clar-Mil volunteers do in the community.
Hunter clarified to council that the proposal was not to force the Lions out, but to offer community members a choice when they deposit their empties.
Councillor Wayne Good was the only skeptic on council, saying that the Lions do good work in the township and are already providing the service, so why should they now be faced with competition.
Public Works Manager Darwyn Sproule said that he had approached the Lions in the first place to see if they would expand their bottle pickup program to the Plevna site from other sites they cover in Addington Highlands.
“It was a stretch for them to come here and provide the service but they agreed to do it, and have operated it well,” he said.
“I guess people will have to drink more now to support both of them,” said Mayor Lichty.
Council approved the request by the Clar-Mil Volunteers, with Wayne Good being the only member who did not vote in favour.
Communal Services Open House
An open house is scheduled for the afternoon of June 6, either at the North Frontenac Township Office or at the Clar-Mil Hall, with county planning officials as well as representatives from NewTerra, a Brockville based company that builds and maintains communal water and sewage treatment facilities that can be built at various scales.
Councillors Huetl and Regent expressed their concern that the meeting is taking place on a Friday afternoon, when seasonal residents are not normally available.
“I tried to push them for a Saturday but I couldn’t get him to budge on that. At least it’s a Friday afternoon, better than a Thursday morning or something” said Huetl.
The presentations will be recorded, said Deputy Clerk Tara Mieske.
Food Truck on Township Property
Council was split on a request from Evelyn Garcia, to locate a chip truck on the grounds of either the Clar-Mil Hall or the Library site.
The request included permission for a 50-amp power supply and access to water, if possible.
Garcia proposes that the truck will be open from 11am-2pm, and 4pm-7pm, 6 days a week.
The staff report accompanying the request included requesting that “Ms. Garcia provide a detailed proposal for Council’s consideration in accordance with the township’s refreshment Vehicle Bylaw …”
The township is looking for a sketch, drawn to scale, parking area signage, hydro/power water supply requirements, seating, location of recycling/refuse containers, and consideration for rent.
Councillors Hermer and Regent argued that council should make it easier for the food truck operator to get thier business started, but others wanted to follow the staff recommendation.
The staff motion was approved.
