South Frontenac Council’s April 2nd meeting was very brief, lasting less than 20 minutes. In that time, they: 

Approved that Council seek co-funding from the County to support seniors’ housing, to be used for the Verona Housing project. Available funds are estimated to be $330.000.

Granted Desert Lake Family Resort noise exemption 7-11 pm on May 18,  June 29, and August 4,9, & 31. In response to Sleeth’s comment that last year the closing time had been 10:30, Clerk Thompson replied that 95% of the noise bylaw exemptions granted last summer had been for 11:00 pm. Vandewal added that these exemptions had been granted for the same events for a number of years, and had not led to complaints from cottagers.

Development Charges study was awarded to Watson & Associates Economists Ltd. and an additional amount of $20,050 the project will be funded from Development Charges Reserves.   

Agreed to submit a grant application to the Province under the Housing Enabling Water Systems Fund for the Verona Housing project;  the Mayor and the Clerk will have signing authority should the application be successful.    

Accepted the bid from Da-Lee Services Inc of $176,654 for dust suppression services. When Sleeth questioned the rise in cost, Bolton agreed that the cost had risen over the past two years, but this is similar to the neighbouring townships’ costs.

A document containing proposed amendments to Council procedures was passed without question and will come into effect May 1st.

The main changes related to the timing and processing of delegations to Council. Of particular note: each delegate from the public shall be limited to a maximum of 5 minutes for their presentation, unless the Mayor grants additional time.

Deputy Mayor Leonard reported that the County is currently holding interviews for the position of CAO.  A motion was passed to ask the Province of Ontario to take the lead in establishing a Province-wide system of regulations for motorized trail activities.

Mayor Vandewal said that the recent public information meeting about Verona Housing had been well attended and much more successfully presented than the previous one. This time the attendees seemed satisfied with the information available. He noted that Deputy Mayor Leonard, and Councillors Pegrum, Roberts and Morey had all been present; Councillor Sleeth was absent due to a speaking engagement he had in Storrington that evening. “This is a huge project for the Township, with a lot of moving parts,” commented Vandewal.

Shortly before 8:20, Council moved into closed session, to discuss matters related to acquisition/disposition of land.
