Collision sends two drivers to hospital

(TOWNSHIP OF SOUTH FRONTENAC, ON)- On December 6, 2017 at approximately 6:25 p.m., the Frontenac detachment of the Ontario Provincial Police (OPP) responded to a two vehicle head-on collision on Sydenham Road and Horning Road in South Frontenac Township.

A white Ford SUV heading northbound on Sydenham Road collided head- on with a southbound white Kia motor vehicle.

The two drivers were the sole occupants in their vehicles and were both transported to hospital with serious injuries.

Preliminary investigation indicates no alcohol/drugs as a factor.

The OPP Technical Collision Investigators (TCI) attended the scene to assist with the investigation.

Police are requesting for any witnesses that may have observed the collision to contact the Frontenac OPP Detachment at 1-888-310-1122.

OPP report

One Fatality In multi vehicle collision on Highway 401

On November 18, 2017 at approximately 5am The Frontenac detachment of the Ontario Provincial Police (OPP) responded to a multi vehicle collision on Highway 401 eastbound near the Westbrook overpass in the City of Kingston.

A total of four vehicles were involved in the collision resulting in one fatality and five injured. All five injured were transported to hospital with non-life threatening injuries.

The deceased male has been identified as Wade YOUNG 27 years old, of South Frontenac Township.

Highway 401 eastbound traffic remained closed between County Road 6 in Odessa and Gardiners Road until approximately 6pm. The investigation is continuing.

The OPP is requesting that any witnesses to the collisions please contact the Frontenac Detachment of the OPP at 1-888-310-1122.

(NORTH FRONTENAC TOWNSHIP, ON) - On October 31st, 2017, the Ontario Provincial Police (OPP) Frontenac/ Sharbot Lake charged an Ottawa couple with fraud.

The investigation revealed that from August 2013 to March 2016, the couple defrauded victims of nearly $100 000.00 in total.

Gipse Julio Ricardo VILLAS, age 67 commonly known as Guilio VILLAS and his wife Jessica Louise VILLAS, age 41both of Ottawa ON, have been charged with 2 counts each of Fraud Over $5 000.00.
The couple committed the frauds by utilizing alleged political connections to influence, engage and establish trust with t he victims. The VILLAS' would pose as persons with positions of high authority in order to defraud victims of large amounts of cash.
The VILLAS' were released on a Promise to Appear to attend the Sharbot Lake Ontario Court of Justice on December 18, 2017.

Police have learned that the VILLAS' travel regularly to the Kingston and Montreal areas. At the request of Addington Highlands Council, Napanee OPP detachment commander Insp. Pat Finnegan and SSgt. Dawn Ferguson were at Council’s regular meeting in Flinton Monday to discuss a number of Township concerns.
First up was the legalization of marijuana.

“Police aren’t ready for this,” said Finnegan. “We don’t even have a roadside device (for detecting the presence of marijuana in a person’s bloodstream).
“The one we thought we’d be using was giving false positives.”

Finnegan went through the various aspects of the Cannabis Act — possession of up to 30 grams by those 19 or older (in Ontario, the federal age is 18), cultivation of up to four plants and where it can be legally sold.
“It’s my understanding that you will be able to buy it online until government dispensaries are open,” he said. “Current illegal outlets will still be illegal.
“I don’t think you’ll have a government outlet in Addington Highlands, the closest one will probably be Kingston but I don’t think you’ll get Air Miles there.”
When it came to police vehicles travelling at excessive speed when responding to calls, Finnegan said: “We stress the ‘arrive alive’ mantra.

“If you don’t get there safely, you can’t assist anyone at the emergency and if you become involved in a collision, emergency services are then required in two locations.”
He said that in his 10 years as inspector “we haven’t had anybody hurt” and that when estimating speeds without the use of a speed measuring device “the rate of speed is always perceived to be higher than it actually is.”
He also said that all OPP vehicles are equipped with GPS and monitored. If a vehicle is seen to be going over 150 kph, the vehicle is flagged on the computer and officers are accountable for their driving decisions,
Ferguson said that billable calls for service hours are down, with the exception of mental health calls which increased. However, she said much of that increase (12 of 26 calls) were due to one elderly female resident.
A question of a refund due to decreased billable hours by Coun. Bill Cox was met with silence.

Chief Building Official Ken Buxton said that they’re looking into a solution for the water pooling problem on the roof of the Denbigh Medical Centre and roads supervisor Brett Reavie said that it’s time to spend the money that’s been set aside ($6,000) for a water tank at the Denbigh rink to compensate for the well’s low flow rate.

Council gave final reading to a passed both its waste disposal and orderly addressing of properties/appropriate naming of roads bylaws.

Council will respond to the North Frontenac Development Task Force’s request for an information kiosk at the Northbrook Garage property.
“I think it’s a good idea but we don’t really want people stopping there,” said Coun. Bill Cox. “Perhaps somewhere in the hamlet.”

(Addington-Highlands, ON) - On October 6, 20017 just before midnight (11:30pm) officers with the Kaladar Detachment of the Ontario Provincial Police responded to a 911 call from a residence on Slate Falls Road.
While the homeowner was out of town an unknown suspect broke into the home causing damage and taking personal property.

Traffic stop leads to charges in Verona

On 25 August 2017, at approximately 09:00 p.m., Frontenac Ontario Provincial Police (OPP) stopped a green BMW 4-door sedan on Road 38 southbound in the town of Verona. The vehicle was travelling without any rear lights.
During the traffic stop, officers observed open liquor in the vehicle and the male driver failed the Roadside Screening Device test. Further investigation revealed that the driver had a suspended driver's license, no insurance and the plates were not authorized for the vehicle.

As a result 28 year old Cody Allan GRIMARD of South Frontenac Township has been charged with Driving with More than 80 mgs of Alcohol in Blood under the Criminal Code 253(1) (b) as well as several driving related charges under the Canadian Automobile Insurance Act, Highway Traffic Act and Liquor License Act.

The vehicle was towed and impounded for seven days. GRIMARD was released on a Promise to Appear to attend The Ontario Court of Justice in Kingston on 5 October 2017.

Fatal collision on Highway. 7

Officers from the Lanark County Detachment of the Ontario Provincial Police (OPP) assisted by Technical Traffic Collision continue to investigate a fatal collision on Highway 7, in Tay Valley Township.Officers were called to the scene just west of Silver Lake Provincial Park at 04:26pm on Monday August 7, 2017. Investigation revealed that an eastbound Dodgepassenger vehicle collided with a westbound Subaru passenger vehicle. The driver of the Subaru, Samantha STREMMELAAR (35 years) of the City of Kitchener, sustained fatal injuries and was pronounced dead at the scene. The other driver was conveyed to hospital in Kingston with serious injuries. The highway was closed and a diversion in place for approximately eight hours. The investigation is active and ongoing.

Fatality on Hwy 41

On July 31, 2017 at 12:30 in the afternoon officers with the Kaladar Detachment of the Ontario Provincial Police responded to a head on collision on Highway 41 at Ashley Road.


Witnesses reported that one of the vehicles had crossed the centre line. The female driver was pronounced dead at scene and an autopsy is scheduled for today. The male driver was taken to hospital with serious injuries.


The collision is being investigated by the OPP's Technical Traffic Collision Investigators.

OPP - Impaired at Bon Echo Park
(Addington Highlands Township, ON) - In the early morning hours of July 24th (00:46am) a Warden at Bon Echo Park stopped a vehicle to check for their permit. The male driver was argumentative with the Warden and failed to identify himself. The Warden attempted to place the male under arrest for impaired operation of a motor vehicle, the male assaulted the Warden and Kaladar OPP were called to the park to assist.
The male continued to be argumentative and uncooperative with police. A female party arrived on scene and provided the identity of the driver who was found to be suspended. The male was transported to the Napanee Detachment to provide breath samples.
Travis VANESS a 37 year old male from Belleville was charged with;
• Assaulting a Peace Officer
• Resisting Arrest
• Obstructing a Peace Officer
• Impaired Operation of a Motor Vehicle
• Driving while Suspended

Vaness was released on a Promise to Appear with his first appearance scheduled at the Ontario Court of Justice in Napanee on August 15th, 2017.

Belleville man drowns in Lake Mazinaw

On June 24 at approximately 2pm officers from the Ontario Provincial Police (OPP) Napanee detachment, OPP Marine Unit, with the assistance of local paramedics and fire departments, responded to a report of a missing male on Mazinaw Lake.
Police investigation revealed that a 47 year old Belleville man took his family and friends tubing in a smaller aluminum boat. The man entered the water to assist the female tuber as she was experiencing some difficulty re-entering the boat while the spotter remained in the vessel.

The small boat began to drift away from the two in the water. The male, who did not have his personal flotation device on appeared to be in distress, went below the water and did not resurface.

The female tuber and the spotter in the drifting boat were assisted to shore with the assistance of paddleboarders and another boater.  

A search of the area was being conducted but was suspended due to weather conditions. The OPP Underwater Search and Recovery Unit were called to the scene and will continue the search.
