South Frontenac Council, October 7, 2003In the absence of Mayor Leonard, Deputy Mayor Barr chaired the meeting.

Representatives of the Greek Orthodox Church requested a zone change from Rural to Community Facility on 265 acres of land east of Perth Road, in order to establish a summer camp for children. No final decision was granted, pending clarification of appropriate access to the property, and comments from the Conservation Authority (CRCA). Councillor Willes asked whether the children in question were street children, or children with behaviour problems, and was assured that they were not. (She later clarified that this question had to be brought up, for it would be the first one residents would ask.)

A request for the closure of the CRCAs boat launching ramp at the east end of Sydenham Lake was refused, as was a request to reduce speed on Rutledge Road.

Rick Chesebrough, the new SF Fire Chief, had been directed by the Central Fire Committee to obtain three quotations for a new fire truck. Council questioned his need for an extended cab, as well as several other features of the vehicle, and the price. Chief Chesebrough clarified the reasoning behind his decisions. Councillor Hahn said he was satisfied that the chief had made a good case for the truck he had chosen. Councillor Hahn then left the meeting to catch a train. Council unanimously voted against the resolution on the table, and passed a resolution requiring Chief Chesebrough to re-tender for something less expensive, perhaps a 2002 model.

Councillor Pobran asked that council review the amount of councillors honourariums, suggesting that the CAO be directed to check out municipalities of similar sizes, and bring back recommendations. These could go forward to the new council for final decision.

The meeting moved into camera to discuss a confidential report from the building department, a by-law enforcement report, an animal control report, department head meeting minutes, matters related to potential litigation, and a monthly report.
