North Frontenac council meeting - impressions from the audience by Bill RowsomeSix ratepayers and a delegation of 4 attended the morning council meeting in Plevna on August 26. The change of time was part of the Council's attempt to encourage better public attendance at summer meetings.

A delegation from Brule Lake attended to plead a reduced fee for bulk purchasing of lakefront road allowances (9 adjacent properties). There was considerable discussion as to whether the application was formally made before the road closing allowances policies and prices were updated and approved. The council was evenly split in the vote and Mayor Johnson cast the deciding vote, making some concessions in this particular case, as uncertainty existed. This took a half-hour of council time and I was very impressed with Mayor Johnson's balance of law and consideration for residents. Our last bastion of true democracy exists with municipal councils. The ordinary citizen is free to approach them and make direct appeals to the lawmakers.

The delegation, with its wishes largely fulfilled, then left: a procedure too often repeated by other delegations, which seldom stay to publicly support the council that has considered their particular petition.

There were few significant committee reports because of the doldrums of summer, but I expect these will pick up during next year as councilors vie for publicity before elections in November 2003. I keep hearing rumours of some councilors not planning to stand for reelection. It is not too early to begin considering incumbent or suitable new candidates for seats at the table. It is a demanding job when done properly. Involved, knowledgeable and concerned citizens are needed to fill the seats.

The Land O' Lakes Tourist Association made a written but confused request for funding. This provoked some comments around the table about the fairness of the Association in representing all local tourist operators. The request will be considered after clarification.

The Ministry of Health and Long Term Care will be provided with a digital copy of the civic address mapping of North Frontenac.

The black bear nuisance is increasing throughout the province and there was local political support for Hastings Highlands and its concern about the increase in bear population. Municipalities cannot assume any liability for bear damage to private property, but owners may destroy nuisance bears.

Heavy logging trucks are damaging some of the township roads, and Council will request a meeting with the local Logging Association to address this problem.

There is some confusion about liability insurance for groups renting the various township halls and a meeting will be arranged with the township insurance agent.

Flagpoles are being considered for township buildings.
