Parkland Fees on Amended Subdivision Agreement

Council deferred passing a by-law to amend a subdivision agreement concerning Rockwood Estates in Loughborough District, pending resolution of the development charges for two new lots which had been created when the Townships Land Division Committee approved severances resulting in the creation of five lots in place of three. Developers Tony Matias and Andres International Realty had offered to pay $1000 per lot in lieu of parklands; Council is requesting 5% of the value of the new lots.

New Stop Sign for Sydenham

The yield sign at the intersection of William and Mill Streets (by Trousdales General Store) will become a stop sign for traffic on William. Councillor Davison noted that the white line recently painted at the intersection has already improved traffic flow in that area..

Speeding in Sydenham

Steve Archibald, Public Works Manager, reported to the October 26 Committee of the Whole meeting on summer traffic counts requested by council. The data confirmed residents complaints that traffic regularly exceeds the posted limits in built-up sections of the village. (Eg, on Wheatly Street, over 90% of vehicles exceeded the posted limit, in both morning and afternoon counts.) Mr Archibald recommended that an Operational Committee composed of Council members and citizens be set up to deal with the problem. Council discussed the issue at some length, but no motion for action, other than the new stop sign, was brought forward to tonights meeting.

Burning By-law

Council accepted a draft Burning By-law Fire submitted by Chief Rick Chesebrough, with several revisions to better reflect the present configuration of South Frontenac Fire and Rescue. Basically, for any burning at any time, other than a camping or cooking fire, phone the Fire Department or the Township office in Sydenham, or check By-law No. 2004-107 on South Frontenac Townships website for regulations/permits. Penalties are stiff.

2003 Financial Statement

Chartered Accountant Vicki Leaky reported on the audit of the Townships 2003 financial statements, commenting that the Township had "a good strong cash balance apart from the actual reserve funds."

Rash of Theft from Vehicles in Verona

Recent police reports list eight incidents between October 30 and November 08, of theft or attempted theft of stereos and related items from vehicles in Verona. In most cases, entry was gained through smashed windows. No arrests were recorded.

Trans Canada Trail

Trans Canada Trail asked for expressions of interest in connecting the gaps in the Trail between Carleton Place and Sharbot Lake. The Trail Foundation has new funding, and hopes to have the trail substantially complete by 2010. Council passed a motion expressing interest, and intent to work towards acquisition of the K&P, once the line fences act is changed. Councillors Barr, Robinson and Vandewal voted against the motion.

With the participation of the Government of Canada
