Sydenham Water

Speaking on behalf of the Sydenham Safe Water Association, Richard Munroe responded to a recent letter to the committee from Council. Munroe said he had asked Council to hold a public meeting to bring village residents up to date on the project and its costs, and he had asked whether or not they planned to proceed with the project, if additional government funding was granted. He said the letter didnt address either of these questions, and spoke of the many "errors and contradictions" in Totten, Simms & Hubickis studies and reports. Munroe asked whether individual Council members had seen the copy of this letter from Council to the SSWA: there was no response from members of Council, and no copy of the letter appeared to be in the Councillors information packages.

Zoning By-law Amendment

Council deferred decision on a by-law amendment which would permit the construction of a temporary garden suite in Portland district, pending approval from the Public Health Unit. However, property owner P. Rafferty said her application had gone in two months ago, and had been delayed because township staff had not forwarded it to the Health Unit in time. Agreeing that staff had not dealt expeditiously with the application, Council decided to hold a brief special meeting to approve the necessary zoning amendment as soon as they receive Health Unit approval.

Frontenac Environmental Partnership Agreement

Council voted to enter into an agreement with FEP to share GIS lake mapping data without releasing proprietary or confidential information. This is similar to agreements the group has made with other townships. The objection that taxpayers had paid to develop these maps was countered by the fact that the FEP is a non-profit group composed of those same taxpayers.

Council Procedure

Council passed a Procedural By-law governing the proceedings of Council, based on Bourinots Rules of Order.

Livestock Valuation

Councillor Vandewal questioned the amounts being paid for livestock destroyed by predators, as cattle prices have dropped sharply in the last year. Staff were directed to find out how these amounts are set.

Trailer By-law

Council was provided with a proposed by-law concerning the licensing of trailers lawfully located in South Frontenac (outside established trailer parks.) These are trailers placed on private lots prior to the dates trailers were prohibited in each District. (Portland 1978, Bedford 1983, Loughborough 1982, and Storrington 1986.) Council will discuss this by-law at a later meeting.

ATVs on Public Roads

Following the recent public meeting concerning the use of public roads by ATV operators, Council is waiting for information from other townships that have dealt with this question one way or another, as well as reports from the township lawyer, public works department and insurance company.

Next Meeting

South Frontenac Council meets next on Tuesday, Sept 7, in Sydenham.
