South Frontenac Council Meeting

Georgette Donofrio, speaking on behalf of the Sydenham Safe Water Association, asked council to reconsider their plan to install a chlorinated water system for Sydenham village, and consider alternate, less costly ways of providing potable water to those who need it. She pointed out that in her situation, because her home is on a hill above the village, the cost of running water pipes from the street to the house would be prohibitive, with the result that she will have to pay a share of the capital costs, a yearly maintenance fee, and higher taxes without any benefit. She also suggested that the use of chlorinated water might hasten the break-down of septic systems, and thus lead to the further expense of installing a village sewage system. Council made no response to her presentation; nothing on the evenings agenda related to the water issue.

Council referred a letter from D. Connolly regarding Little Long Lake Road to the Public Works Manager for recommendations. Mr. Connolly expressed particular concern about the very narrow parts of the road running along the lake, and the potholes which make the road almost impassable for smaller vehicles. Council also passed a resolution to adopt a policy to achieve uniform levels of service for the clearing of snow and ice on local district roads.

Councillor Gary Davison tendered his resignation as Loughborough District Fire Chief, and agreed to remain on as an honorary fireman. Appropriate duties and responsibilities for such a position were discussed.

The townships comprehensive insurance was renewed for $251,224. The 2004 premium has increased 25.06% from last year, when Council had changed insurance providers from Cowan to J. L. Thompson because of a significant savings in premiums. In addition, this year the insurance provider has arbitrarily increased liability limits and deductibles.

Council referred a draft of REIC Perths Waste System Analysis report to the Sustainability Committee for review and recommendations. (The Ministry of the Environment has asked the Township to comply with provincial recycling requirements, and this is a step toward developing a recycling plan.)

Following a heated discussion between Councillors Smith and Robinson, Council voted that Robinson should be the Portland districts council representative on Committee of Adjustment for the coming year.

A representative of the Municipal Property Assessment Corporation (MPAC) will attend the next council meeting, to discuss concerns about the assessment system. (Bedford Hall, January 20)
