Sydenham Water: David Waugh, speaking on behalf of the Safe Water Committee, thanked Mayor Leonard for having listened to the residents request to have Sydenham wells retested. He referred to the poor communication between residents and Council on the water issue, and pointed out that both sides had been remiss. He said he hoped that council would be willing to include local citizens on the new water committee, so that village and government could work together to improve the water/sewage situation in Sydenham. Mayor Leonard said he hoped to be able to call a water committee meeting next week, in order to make recommendations to the new council.

Recreation Master Plan: Ralph Boston presented Council the draft reports of phase 2 - facilities and programs. These were passed on to the new Council for consideration and implementation.

Speed Limit on Hogan Road: Residents of Hogan road have requested that the speed limit on their road be reduced to 40 kph. This was referred to Works Dept for recommendations.

Elections: Gord Burns reported that South Frontenac voter turn-out in the municipal election had been 50.09% of eligible voters.

Farewell to Mayor Leonard: Following the meeting, there was a celebration to thank Mayor Leonard for his many years of public service. Speakers around the room acknowledged Phils humour, hard work and skill in conducting meetings. "When that turns red," joked Larry Reddan, pointing to the top of the mayors head, "youd better back off!." They spoke of Leonards work during the ice storm, and on County Council, and his willing presence at events both big and small throughout the Township in these difficult first six years of amalgamation. He seemed delighted with the Kierstead picture of deer in a late fall woodland, a parting gift from the Township. Reddan presented him with a lamp, matching bookends, and a copy of the book about Portland, in recognition of Phils years in municipal government in that district.

"Its pretty easy to be the captain of a good crew," responded Leonard, in reference to staff and council. "But next time you see me, my hair may be all grown in again!" Hugging his small grandson, he said he was looking forward to more time with family.
